چکیده

هدف: تامین ­مالی پروژه‌­ها و طرح‌­های سرمایه‌­گذاری صنعتی یکی از دغدغه‌­های اصلی مدیریت بنگاه­‌های اقتصادی است؛ بنابراین لازم است در پیش‌­بینی منابع و مصارف ملاحظات مختلفی را در نظر گرفته شود. سرمایه‌گذاری­های صنعتی بلندمدت معمولا در معرض ریسک‌های مختلف قرار دارند؛ به‌­خصوص تامین ­مالی کوتاه‌­مدت برای تداوم پروژه‌­های بلندمدت همواره چالش‌­برانگیز است.
روش‌شناسی پژوهش: این پژوهش ازنظر نوع یک پژوهش توسعه‌ای است. در این پژوهش، نمونه‌­گیری به روش نظری و با استفاده از تکنیک­‌های هدفمند (قضاوتی) و گلوله برفی و بر مبنای انجام مصاحبه (تا رسیدن به اشباع نظری) بر اساس توالی ارجاع خط مستقیم 16 مصاحبه انجام گرفت. نتایج تحلیل داده‌های به‌دست‌آمده از مصاحبه‌ها، طی فرایندهای کدگذاری باز، محوری و انتخابی به شکل‌گیری مدل ملی ارزیابی و تامین­ مالی طرح­‌های سرمایه­‌گذاری صنعتی در شهرک‌­ها و نواحی صنعتی ایران بر مبنای نظریه‌پردازی داده بنیاد انجامید. برای تجزیه‌وتحلیل اطلاعات، روش استراوس و کوربین و مدل پارادایمی و نرم افزار مکس کیو.­دی.­اِی (MAXQDA) به‌­کار گرفته شد.
یافته‌ها: پس از تجزیه‌­و­تحلیل داده‌­های مصاحبه‌­ها، با تعیین شرایط علی (سرمایه‌­گذاری مخاطره‌­پذیر، مدل تامین­ مالی مناسب، توانایی‌های مدیریت، اندازه شرکت، ساختار سرمایه، قوانین و سیاست‌­های دولت)، شرایط زمینه‌­ای (مسایل مالی، زیرساخت، عوامل سیاسی و قانونی)، شرایط مداخله‌­گر (سرمایه اجتماعی، منابع و امکانات موجود، متغیرهای نقدینگی)، مقوله­‌­محوری (خلق ارزش، تامین ­مالی مشارکت عمومی و خصوصی، توسعه فناوری)، راهبردها (استقراض، سرمایه‌­گذاری، تامین ­مالی خرد، تامین ­مالی خارجی، تامین ­مالی داخلی، تامین ­مالی اسلامی) و پیامدها (کارایی و اثربخشی واحدهای صنعتی، ارتقای رقابت­‌پذیری، اشتغال‌­زایی)­، مدل توسعه تامین­ مالی برای سرمایه‌گذاری در شهرک­‌های صنعتی استخراج گردیده است.
اصالت/ارزش افزوده علمی: شهرک‌­ها و نواحی صنعتی ایران با کمک گرفتن از این مدل و اجرای گام‌­به‌­گام آن می‌­توانند از مزایای آن بهره برده و باعث بهبود جایگاه رقابتی و بالا رفتن بهره‌­وری در سازمان خود شوند.

Designing a national model for evaluating and financing industrial investment projects in Iranian towns and industrial areas

Purpose: Financing industrial investment projects and plans is one of the main concerns of the management of economic enterprises. Therefore, it is necessary to consider various considerations in forecasting sources and expenses. Long-term industrial investments are usually exposed to various risks; especially, short-term financing for the continuation of long-term projects is always challenging.
Methodology: In terms of type, this research is a developmental research. In this research, sampling was done by theoretical method using purposeful (judgmental) and snowball techniques and based on interviews (until theoretical saturation). Sampling was done by theoretical sampling and using targeted and snowball methods, based on which 16 interviews were conducted. The results of the analysis of the data obtained from the interviews led to the formation of the national model for the evaluation and financing of industrial investment projects in the towns and industrial areas of Iran, based on the theory of the data base, during open, central and selective coding processes. For data analysis, Strauss and Corbin method and paradigm model and MAXQDA software were used.
Findings: After analyzing the interview data, by determining the causal conditions (venture investment, suitable financing model, management abilities, company size, capital structure, laws and policies the government), background conditions (financial issues, infrastructure, political and legal factors), intervening conditions (social capital, available resources and facilities, liquidity variables), central category (value creation, financing) public private partnership, technology development), strategies (borrowing, investment, micro financing, external financing, internal financing, Islamic financing) and consequences (efficiency and effectiveness of industrial units, improving competitiveness, employment generation) the development model of financing for investment in industrial towns has been extracted.
Originality/Value: By taking the help of this model and implementing it step by step, Iran's towns and industrial areas can take advantage of its benefits and improve their competitive position and increase productivity in their organizations.
