چکیده

هدف: اگرچه بیش از چهار دهه از طرح موضوع دورکاری به‌عنوان یک روش جدید برای ساماندهی کار و نیروی انسانی می‌گذرد، اما در کشور ما مطالعات علمی و دانشگاهی چندانی در این زمینه صورت نگرفته است. بااین‌وجود، در سال‌های اخیر اجرای طرح دورکاری در دستور کار دولت قرارگرفته است و بسیاری از سازمان‌ها و نهادهای دولتی موظف شده‌اند دستورالعمل‌های دولت درزمینهٔ دورکاری را پیاده نمایند. همچنین حضور بحران‌هایی مانند همه‌گیر شدن کووید 19 بر اهمیت این موضوع در سال اخیر افزوده است.
روش‌شناسی پژوهش: در این پژوهش با روش پیمایشی به جمع‌آوری اطلاعات کارکنان دورکار در ستاد مرکزی وزارت صنعت، معدن و تجارت پرداخته شد. به‌این‌ترتیب که با طراحی دو نوع پرسشنامه ویژه کارکنان و مدیران، ابعاد مختلف طرح و پیامدهای اجرای دورکاری در این وزارتخانه از دو منظر مدیران و کارکنان، موردبررسی قرار گرفت.
یافته‌ها:نتایج نشان داد فناوری اطلاعات و ارتباطات جزء اصلی دورکاری می‌باشد، بنابراین بدون فراهم بودن زیرساخت‌های آن امکان اجرای این طرح تقریباً غیرممکن می‌باشد. باید توجه داشت که زیرساخت‌های ارتباطی در ابزارهای ارتباطی چون کامپیوتر و خطوط ارتباطی چون اینترنت پرسرعت خلاصه نمی‌شود و امکان دسترسی به سیستم اتوماسیون داخلی سازمان و کارتابل کاری کارکنان نیز بخشی از آن می‌باشد.
اصالت/ارزش‌افزوده علمی: در این تحقیق اجرای طرح دورکاری در وزارت صنعت، معدن و تجارت از دیدگاه مدیران و کارکنان موردبررسی قرارگرفته است و چالش‌های اساسی پیش روی این طرح مورد تجزیه‌وتحلیل قرارگرفته‌اند و بر این اساس، پیشنهاد‌هایی برای اجرای بهتر این طرح در سازمان‌های دولتی ارائه‌شده است.

Purpose: Although more than four decades have passed since the issue of telecommuting as a new method for organizing work and manpower, but in our country, not much scientific and academic studies have been done in this field. However, in recent years, the implementation of the telecommuting plan has been on the government's agenda, and many government agencies and institutions have been required to implement government directives on telecommuting. The presence of crises such as the outbreak of COVID 19 has also added to the importance of this issue in recent years.
Methodology: In this research, the data of teleworkers in the central headquarters of the Ministry of Industry, Mines and Trade were collected through a survey method. Thus, by designing two types of questionnaires for employees and managers, different dimensions of the plan and the consequences of telecommuting in this ministry from two perspectives of managers and employees were examined.
Findings: The results showed that information and communication technology is the main component of telecommuting, so without its infrastructure, it is almost impossible to implement this plan. It should be noted that communication infrastructure is not limited to communication tools such as computers and communication lines such as high-speed Internet, and the possibility of access to the organization's internal automation system and employee work card is also part of it.
Originality/Value: In this research, the implementation of telecommuting project in the Ministry of Industry, Mines and Trade has been studied from the perspective of managers and employees and the main challenges facing this project have been analyzed and based on this, suggestions for better implementation of this project in Government agencies provided.
